It constitutes the overarching element and guiding principle of the Intelligence Community in the context of government and/or military affairs and it is used in net assessment and strategic planning by “those who are often referred to, within the Intelligence Community, as intelligence "consumers"—that is, policymakers, military officials, and other decision makers who need intelligence information in conducting their duties and responsibilities”.
